Why these two get confused
These two share a family and an undertone, so the usual undertone test does nothing here. Gold looks wrong on both. The split is how much saturation your coloring can absorb before the color starts arriving ahead of you.
Soft Summer is the more muted of the two by a clear margin. Its palette is built on colors that have visibly been greyed: dusty rose rather than rose, slate blue rather than blue, sage rather than green. True Summer's palette contains the same hues with less grey mixed in.
The practical consequence is about how much color you can wear at once. A True Summer can put a mid-strength rose next to their face and look better for it. A Soft Summer wearing the same rose looks like the rose is doing the work.

If the fuller version looks rich and the muted one looks slightly flat on you, you are True Summer. If the muted one looks harmonious and the fuller one looks faintly loud, you are Soft Summer.
The everyday signal. Soft Summers are the ones who consistently look tired in things other people call flattering. If bright colors have always felt like too much and you assumed that was a personality trait, it is more likely chroma.
